Article S1: To see if the Town will vote to raise and appropriate the sum of $152,237 to acquire the fee interest in a parcel of land containing 54.2 acres, more or less, in the Town of Rochester, for purposes of developing a public water supply or supplies, together with related appurtenant infrastructure and facilities, said parcel being shown as the "Benson Lot" on Plan of Hartley Saw Mills dated October 14, 1933 and filed in the Plymouth Registry of Deeds in Plan Book 19, Page 649, and further to authorize the Board of Selectmen to execute a conservation restriction on said parcel with terms consistent with the purposes of the purchase of said parcel; or take any action thereon.

Article S2: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $35,000 to supplement the remaining balance from Article 10 of the Annual Town Meeting of 2008 for purposes of instituting tax foreclosure procedures on delinquent real estate parcels in the Town in accordance with the provisions of Massachusetts General Laws, Chapter 60, Section 53; or take any action thereon.

Article S3: To see if the Town will vote to raise and appropriate or transfer from available funds (Water Enterprise Retained Earnings) the sum of $550,000 for the design, permitting and construction of a 200 gpm resin-based ion exchange water treatment system at the West Well to reduce perchlorate below Massachusetts MCL; or take any other action thereon.

Article S4: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $17,000 to supplement the remaining balance from Article 7 of the 2010 Annual Town Meeting to complete roof repairs at the Fire/EMS building on Spring Street; or take any other action thereon.

Article S5: To see if the Town will vote to authorize the Board of Selectmen to grant easement(s) in a parcel of town-owned land located at 44 Pumping Station Road (Marion Social Club) and further identified as Lot 30 on Assessors' Map 23, for the installation and operation of a wireless communication facility and all equipment and structures related thereto; or to take any other action thereon.
