Pursuant to 33 U.S.C. 1341 and M.G.L. c. 21 SS 26 - 53, notice is given of a 401 Water Quality Certification application for NAE-2024-00132 mosquito control by Plymouth County Mosquito Control, 272 South Meadow Road, Plymouth, MA 02360, on Noyes Avenue in Mattapoisett, MA for a project to reduce mosquito breeding by extending existing salt marsh ditches and improving tidal flow to areas of the Noyes Avenue marsh. Pursuant to Executive Orders 11988 (Floodplain Management) and 11990 (Wetlands) and Federal Emergency Management Agency's (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain and adjacent to wetlands. Funding would be provided through Massachusetts Emergency Management Agency to the Town of Marion to replace and improve the deteriorating Creek Road Wastewater Pump Station to mitigate against the risk of flood damage.
The proposed action is located on Creek Road in Marion. The project would raise the ground elevation of the 0.1-acre site to 12 feet above sea level by importing approximately a net of 6,500 cubic feet of clean fill. A new enclosed structure would be constructed on concrete columns to elevate the lowest floor to 24 feet above sea level. The enclosed structure would house electrical equipment, system controls, and a new diesel emergency generator. Pumps, motors, and other system components that cannot be housed in the elevated structure would be replaced with submersible equipment. Below-grade pump chambers would be relocated within the site further from the adjacent wetlands and the pipes conveying water into and away from the pump station would be relocated to accommodate the changes in pump station configuration.
The project is within a coastal area with a 1% or greater annual chance of flooding and additional hazard associated with storm waves. The project is adjacent to a tidal wetland connected to the Briggs Cove estuary. A map of the area of available upon request.
Alternatives considered included the relocation of the pump station and the "no action" alternative. Three properties were identified as the most feasible locations within a 1-mile radius of the existing pump station. None of the alternative sites identified were outside of mapped flood zones, however each of the three sites were in lower-risk areas than the current site. The alternative locations were analyzed based on parcel ownership, flood zone, proximity to a residence, required depth of excavation, cost of construction, site elevation, proximity to the existing site, and effects on environmental resources. The current site was found to be the only practicable location and solution to address existing risk without disrupting sewer service and to prevent release of hazardous pollutants during flooding.
